If both sides of the link have a maximum payload size of 256 bytes, why
wouldn't the maximum payload size supported after the PCI bus scan be
256 bytes?

I am running Linux 2.6.32 on a P2020.

When hotplugging a pci device, it will default to 128 after the bus scan. ÂIf the parent is set to 256, there will be PCI errors generated when trying to do I/O to/from the card.

I am not hotplugging the pci device.

If you are not hotplugging, the BIOS should have already setup the correct maxpayload and this code won't do anything.
