PCIe Endpoint with class code 0

Hello,

I am working on a PCIe EP device which has class code as '0' by default. Due to this, the Linux host (e.g., an ARM based board running Linux) skips allocating resources to the EP device.

Is adding a quirk based of Vendor and Device ID to override class code to a meaningful value the right approach?

Also, can you please clarify the reason behind skipping resource allocation to classless device(s)?
