[PATCH v2 3/6] dt-bindings: phy: add the samsung,exynos-pcie-phy binding

Add dt-bindings for the Samsung Exynos PCIe PHY controller (Exynos5433
variant). Based on the text dt-binding posted by Jaehoon Chung.
