The way I read this things are actually better post my changes.

Pre my changes you have hotplug slots with 0 resources assigned
to them so they can not be used.

Post my changes you have hotplug slots with at least some resources
assigned to them and an error letting you know something is wrong.

The fact there are not enough resources may be cured by increasing
our platform specific knowledge as YH suggested.
