pcidev->bus != config-space[PCI_PRIMARY_BUS] ?

Hello,

I am playing with pciutils on an IBM x3950M2. I am seeing several PCI
bridges where the pciutils library reports a pcidev->bus that is
different from what the config space says at PCI_PRIMARY_BUS. What
pciutils says looks good. The config-space[PCI_PRIMARY_BUS] reports 0
instead pcidev->bus. From what I read in the specs, this is wrong. But I
would like to know if it's something common, or if I should report the
problem to IBM.

FWIW, I am using pciutils 2.2.3 from Redhat 5.4. The machine is an
IBM-specific assembly of 4 nodes into a single machine, so I guess
something goes wrong when assembling/re-numbering the PCI busses of all
nodes.

lspci outputs are accessible at

The problem appears for devices 30:1e.0 60:1e.0 and 90:1e.0
