Fix the following htmldocs warnings:

  Warning(drivers/pci/pci.c:2552): No description found for parameter 'dev'
  Warning(drivers/pci/pci.c:2552): No description found for parameter 'decode'
  Warning(drivers/pci/pci.c:2552): No description found for parameter 'command_bits'
  Warning(drivers/pci/pci.c:2552): No description found for parameter 'change_bridge'
