Moorestown PCI support

Here's the updated Moorestown PCI support patchset.  I split out the
extended capability bits into a separate patch, since that touches
generic code.

The platform detection bits are still missing too, so the mrst_init
function will unconditionally override the PCI config space ops, and
the SFI/ACPI aren't dealt with in mmconfig-shared.c.

I also left the read_bases stuff alone; I think having a custom
Moorestown one would involve a lot more churn.
