At least that's consistent with
ultra5:~# ls /proc/bus/pci
0000:00  0000:01  0000:02  devices

If that matter
ultra5:~# uname -r
2.6.26-1-sparc64

0000: prefix has to be added everywhere in /proc/bus/pci path
