 Now there is no hotplug management utility as far as I know.
 I think such utility is necessary for system administrators and
 the hotplug event notification is useful for it.

 In my opinion, uevent is suitable for the event notification framework.

 Sorry for tyopo. I intended not "udev events" but "uevents".
