This can occur on .28 too. But I think it is not so urgent
because this occurs only on the following condition.

 - 'pciehp_force' option is specified.
 - hotplug controller supports power controller

I know 'pciehp_force' option is sometimes used on laptops.
But hotplug controller on those laptops seems not to
have power controller.
