I've updated the bug. The example given in the bug is inability to read
SATA Expansion ROM. This is very different from not being able to read
the Expansion ROM from a second VGA card as stated above.

I am the one who created the bug.
I have updated the bug with information from my home machine where the
bug also happens. In my home machine, both ROMs involved are from video
chipsets. One is an integrated AGP chipset, and the other is a
plugged-in PCI card. I have also created two patches to better diagnose
(but not yet fix) the ROM problem.
The SATA ROM example is from my work machine, where the SATA hard disk
is already a boot device. Why is this not a proper example of the PCI
ROM reading failure?
