[PATCH] parisc/ftrace: add missing CONFIG_DYNAMIC_FTRACE check

Fixes a bug revealed by -Wmissing-prototypes when
CONFIG_FUNCTION_GRAPH_TRACER is enabled but not CONFIG_DYNAMIC_FTRACE:
