Or is there some minimal PA-RISC hardware you could
suggest that would run the latest kernel and some userland?

The c8000, rp3410 and rp3440 are good choices to run PA-RISC linux. They can
still be found on ebay:

"2U rack" doesn't sound minimal. :-)

I have been running the latest mainline kernel on C3700 for some years
already without issues. I guess it was supposed to be a "desktop"
machine, but it's still a bit too big and noisy, so for daily use I'm
still sticking with Ultra 5 (SPARC) machine..

I can not recommend *any* PA-RISC machine as desktop or workstation nowadays.
They are noisy, expensive, slow and we have very limited graphics support.
Every x86-64 based laptop or desktop is much better suited as desktop.

yep ... same goes for sparc.

If I could figure out the power requirements however it would be a
really great fun experiment to fire up : https://i.imgur.com/OnicmG1.jpg

So an external scsi drive pack/array and some serial and ethernet and
about $5,000 worth of power systems and who knows what else.
