Yes. That seems to be the current case.
Perhaps we can merge
ARM_ATAG_DTB_COMPAT_CMDLINE_FROM_BOOTLOADER
and CMDLINE_EXTEND in one generic config stating
the desired bootargs behavior.

Does this sound sane?
