This is a vanilla kernel on OpenWRT 18.06 .

Do you have any suggestions or hints?

The issue persists in at least 4.18.x too. The system in use is OnRISC
Baltos. Its DTS was long ago upstreamed [1], [2].

I assume those HW configured in dual_mac mode. Right?
In dual_mac mode vid1 and vid2 are reserved, so if bridge is configured
in vlan aware mode it will try to register default bridge vlan which is vid1
and -- fail.

Pls, check bridge properties:
/sys/class/net/br0/bridge/default_pvid
/sys/class/net/br0/bridge/vlan_filtering
