Your board DT will include the tps65217.dtsi, in this file you can see: &tps { ... charger { compatible = "ti,tps65217-charger"; status = "disabled"; }; ... }; Seems that's fine but actually not works as expected, the TPS65217 MFD registers all the sub-devices so the charger is enabled and running even you have status = "disabled" in your DT.
