For omap4, off mode patches never got merged to the mainline kernel. I believe the latest set of patches for that was: http://lists.infradead.org/pipermail/linux-arm-kernel/2012-June/103890.html Maybe those patches provide some clues, however, it sounds like you're on some vendor tree and not mainline 3.4.
