Subject: [PATCH] DSPBRIDGE Deleting unneeded mem alloc

Since "SYNC_InitializeCS()" allocates "struct SYNC_CSOBJECT"
for "hProcLock", "MEM_AllocObject()" shouldn't be called
for "hProcLock". This was double allocation for the
same pointer.
