[PATCH] nfsd: allow SCSI layout support without Block layout

We shouldn't have to configure both NFSD_BLOCKLAYOUT and NFSD_SCSILAYOUT if
all we want are SCSI layouts on the server, so define the xfs export
operations for either configuration.
