Otherwise the server cannot tell that this is the same client booting up again. ...and yes, this is a problem not only on FreeBSD, but for Linux too. The fact that devices can come up (and go down too in the case of hotplugging) in any order is the main reason why the ethernet device naming scheme was changed recently.
