[PATCH/RFC v3 01/10] Add support for FH_EXPIRE_TYPE attribute.

FH_EXPIRE_TYPE is used by the client to determine
what type of file handle the server is providing for a
particular filesystem.

I added the bitmask to fsinfo since the bitmask is
set per filesystem.
