RFC5661 says:
   The client may set one or both of
   OPEN4_SHARE_ACCESS_WANT_SIGNAL_DELEG_WHEN_RESRC_AVAIL and
   OPEN4_SHARE_ACCESS_WANT_PUSH_DELEG_WHEN_UNCONTENDED.
