[PATCH 15/32] pnfs-obj: pnfs_osd XDR client implementation

* Add the fs/nfs/objlayout/pnfs_osd_xdr_cli.c file, which will
  include the XDR encode/decode implementations for the pNFS
  client objlayout driver.
