[PATCH v2] virtio: fix virtio_config_ops kerneldocs

Fixes two warning messages when building htmldocs:

    warning: duplicate section name 'Note'
    warning: expecting prototype for virtio_config_ops().
             Prototype was for vq_callback_t() instead
