[PATCH] dma-mapping: fix dma_common_get_sgtable() conditional compilation

dma_common_get_sgtable() function doesn't depend on
ARCH_HAS_DMA_DECLARE_COHERENT_MEMORY, so it must not be compiled
conditionally.
