Thanks for the pointers. I turned on CONFIG_RCU_CPU_STALL_INFO=y and bumped RCU_STALL_RAT_DELAY from 2 to 20 This is the new console log. There is a minute of hang before the first pair of stack traces. Then hang for a minute and the second pair show up.
