From: Stephen Warren <swarren@xxxxxxxxxx> pinctrl/devicetree.c won't compile when !CONFIG_PINCTRL, since the pinctrl headers don't declare some types when !PINCTRL. Make sure pinctrl/Makefile only attempts to compile devicetree.c when OF && PINCTRL.
