Even on platforms that don't support ACPI or DMI ...

You should really restrict this to CONFIG_ACPI || CONFIG_DMI ||
CONFIG_NLS ... maybe create a CONFIG_NLS_BASE that is selected by ACPI,
DMI and NLS?
