CONFIG_ACPI depends on CONFIG_PM,
so acpi/bus.c should not be compiled for CONFIG_PM=n

Hmm, is is somebody doing something strange, like "select ACPI"
without guaranteeing that all of ACPI's dependencies are satisfied?
