And that announcement (on LKML every day) says:

"I have created today's linux-next tree at
git://git.kernel.org/pub/scm/linux/kernel/git/sfr/linux-next.git

The patches are releative to Linus' tree.  I assume most kernel
developers have access to fairly recent versions of Linus' tree.
