[PATCH] sparseirq: fix numa_migrate_irq_desc dependency and comments

Impact: clean up

Bartlomiej Zolnierkiewicz <bzolnier@xxxxxxxxx> pointed out config and comments
are not right.

update it depend to NUMA, and fix some comments
