Ok I can see at
http://www.cs.fsu.edu/~baker/devices/lxr/http/diff/linux/include/net/ieee80211.h?v=2.6.25;diffval=2.6.25.8;diffvar=v
 that error code 13 probably means WLAN_STATUS_NOT_SUPPORTED_AUTH_ALG.
The kernel log shows WEP as the authentication algorithm and there are
WEP authenticated networks to which we can successfully connect.
