Should IN6ADDR_ANY_INIT definition be exported to userspace?

Hi,

Around a year ago a cleanup patch (25d00fddf8) wrapped the definitions
of IN6ADDR_ANY_INIT and IN6ADDR_LOOPBACK_INIT with #ifdef __KERNEL__.
Is this intentional? Should the kernel export these defines or is it
up to the C library to sort things out?
