By the way, if you'd like to know how TCP can be improved on
high-latency, slightly-lossy (but not congested) links, check out TCP
FEC -- Forward Error Correction. Companies sell hardware boxes that
implement such algorithms transparently; I don't know if there's a
production-quality Linux implementation or not.

Given that this guy's packet loss is clumpy, it wouldn't help him.
But there are plenty of situations where it would help.
