TCP: individual packets & stream

Hello there!

How to set up a TCP connection (over IPv4), and then read/write the data as a stream, but also be able to examine individual incoming IPv4 datagrams as they appear on the wire?

Is there any API for this? I am particularly interested in their times of arrival (to the network interface).
