Broadcast confusion

Hi!

Shouldn't packets sent to 255.255.255.255 appear on all attached networks ?

I used the wol utility to wake up a host, but it did not work, when sending the packet to
255.255.255.255 :
wol -i 255.255.255.255 TH:E_:MA:C_:AD:RE:SS

Instead I had to send to the local broadcast address:
wol -i 192.168.x.255 TH:E_:MA:C_:AD:RE:SS

I thought 255.255.255.255 means all networks.

Am I confused or is it a bug ? This happened under OpenWRT 1.0, kernel 2.4.30-brcm-5
