Let me add one link, <http://www.compendium.com.ar/policy-routing.txt> which may be saying the same thing, but in another way. I found it helpful. Note that in the discussion of marking packets, it's still mentioning ipchains (that's scary) but uses iproute2 examples for the rules.

Now if it would only work the way I read the documentation to tell me it does. ;-) More reading and testing, maybe test with a recent mainline kernel to see if the vendor kernel is "doing me wrong."
