Slow TCP transfers / only FC5 <-> FC5

Hi:  We have an issue with several FC5 systems; each exhibits slow TCP
transfers (~15KB/s using ttcp, expecting ~200KB/s) only when the client and
server are both FC5 systems.
 
Windows/Solaris/CentOS/OS X transfers to these same FC5 systems work fine.
When both are FC5, issues arise.  We tried several versions of stock
kernels, including 2.6.18-1.2257.fc5.
 
We also tried modifying the net.ipv4.tcp_congestion_control parameter to
reno, vegas, etc., but no luck.  
 
Before we dig deeper has anyone else run into similar issues?
