proxy_arp + windows arp requests

Hello.

I noticed a strange behavior of proxy_arp when turned on in a subnet with
unconfigured windows hosts.

Here is the tcpdump log:

# tcpdump -enpi eth0 arp

4c:00:10:00:49:35 - NIC of the Windows host
00:0e:0c:a1:d6:31 - eth of the linux host (proxy_arp = on)
