Does linux network subsystem allows to change the speed, duplex/half duplex settings

Dear All,

I've one basic question.

I'd like to change the speed and mode of network
hardware during run-time. What I mean is that when
network up and running in some speed/mode setting, I'd
like to change it. Can this be done? if no, why?

Could any one please help in finding an answer for
this?

I looked at the network sub-system code that does not
allow the changing of MTU/MAC address when network is
up and running. Can the same be applied for changing
the speed/mode?
