When does arp entry age out

Hi friends,
 
I have been trying this out for some time but have'nt been able to understand somehow.
I followed the following steps
1) ping an ip (this populates arp cache indirectly)
2) keep on checking the /proc/net/arp for entry to age out.
 
I have observed that the entry stays in the arp cache for around 6-7 mins. I have not tampered
with any of the /proc settings for neighbor. What I thought was that the entry should get stale
after gc_stale_time (i.e 60 secs), but this is not happening.
 
I am running redhat 2.4.20.
 
Could someone please give some hints as whether my tests are unproper or some means
by which I can make the entry in arp cache go stale after gc_stale_time interval.
