Here is a piece of a thread I had with a guy about netlink sockets. If his 
documentation is still there it was very helpful for me.

Version 0.3 of the paper is up at:

And contains some info on the NETLINK_ROUTE protocol suite, and details
the RTM_[NEW|DEL|GET]LINK messages.
