syncache/syncookies question

Greetings!

I have been looking through the source code for a 2.4
kernel, and do not see an implementation of a
syncache.  I know FreeBSD systems have implemented
this.  Are there any plans to add this feature?  Any
details anybody could provide would be appreciated.

Also, does anybody know of any work related to using
syncookies AND being able to use TCP options such as
large windows and SACK?
