using libnet to send raw IP packet, but I get a ARP packet sent before every my paket even the destination is same IP address

Hi
I try to sending flooding raw IP packets to the same destanation IP address.

I use libnet to send raw ip packet, but I get a ARP packet sent before
every my paket even the destination is same IP address

I think that only one arp is enough to get the gateway MAC address.
and I don't like to put a gateway Mac address in the arguments.

How to resolve this problem?
