tie ethernet interface to specific card

Is there a way to tell the kernel to tie a specific NIC to an interface?

For example, if the nic with mac address 00:0b:db:00:00:01 comes up as eth0 
and 00:10:60:00:00:01 comes up as eth1, I'd like to be able to tell the 
kernel to switch them around so eth0 is on the 00:10:60:... card and eth1 is 
on the 00:0b:db:... card.
