eth0:0 is not a virtual interface, just a secondary labelled IP address on eth0. The device is still eth0.
There is other simpler DHCP clients more suitable to modify for such setups. We have successfully used udhcp in various wierd setups thanks to it's high level of scripting capabilities.
The ISC DHCP client works fine on MAC level virtual interfaces (MAC VLAN). MAC level virtual interfaces gives you trulu virtual ethernet interfaces, each with their own MAC, much in the same level as if you had multiple NICs in the box all connected to the same Ethernet.
