Yes!  That did it!  Grr, the solution frequently seems so easy and
somehow not worth all the head banging.

It turns out that the source of the multicast broadcasts has an IP
address that is not on the same subnet as the interface.  I assume
what rp_filter does then is to drop those packets, since it thinks
that those might be forged or bad.  Does that make sense?
