missing RTM_DELROUTE for routes deleted by kernel when interface is brought down.

Hello,

reading the 'missing RTMGRP_***_ROUTE notifications on ifdown' thread
from february this year, I see this seems to be accepted as a

While IPv6 does this as expected, IPv4 still doesn't. As I'm not
familiar with the kernel code, I'd be more than happy if somebody with
more clue could take a look at this. I'd even be happy if John's ideas
and Henrik's notes could be confirmed and I'll try to come up with an
updated patch.

The missing RTM_DELROUTE messages lead to inconsitencies in
zebra/quagga's RIB. While fixing zebra is an option, it is only a
workaround and might get quite ugly.
