TCP implementation requirements

Hi,

Due to the sleepy of kernelnewbies list, i decided to ask here:
When a protocol is implemented, let's say TCP, what is used like basic
requirements and how that requirements are atualized? To TCP, there is
the RFC 793, but it's from 1981. What should be consulted to get the
evolution of protocols and the status of current implementation?
