It's under a menu item titled "Firmware Drivers".

config EDD
	tristate "BIOS Enhanced Disk Drive calls determine boot disk (EXPERIMENTAL)"
	depends on EXPERIMENTAL
	depends on !IA64

So for non-IA64, you have to enable EXPERIMENTAL to see it.

(and it's not a linux-net question :)
